Construction has commenced on the Rp1.25 trillion PT Star Bright Mixed-Use Commercial Development in Nusantara, marking the first project backed by a foreign direct investment company to enter physical construction in Indonesia's new capital.

PT Star Bright International Investment began works on 15 July 2026 at Sub-WP 1B of the Core Government Central Area (KIPP), where a 15,501-square-metre site is planned for four towers combining apartments, offices, restaurants and retail facilities.

The project is a milestone for Nusantara's investment program as foreign private capital moves from commitments into physical development, while adding residential and commercial functions needed to support the emerging government district.

Four-Tower Development Takes Shape in Nusantara's Government Core

The Star Bright development occupies a strategically located site within Sub-WP 1B of the KIPP, near the Presidential Palace and the emerging legislative and judicial districts. Its location places the project within a new administrative center where housing, workplaces, commercial services and supporting amenities must grow alongside government infrastructure.

PT Star Bright International Investment is working with Sichuan-based Zhongda Jiancheng Engineering Management Group Co Ltd on the development.

OIKN has identified Star Bright as the first foreign direct investment company to begin physical construction in the new capital, giving the July groundbreaking significance.

Apartments, Offices and Retail Planned Across 15,501-Square-Metre Site

The development will comprise four towers integrating apartments, offices, restaurants and retail areas within a compact mixed-use precinct. Planned amenities include a swimming pool, fitness center, commercial facilities and landscaped green spaces. Residential units are expected in one- to three-bedroom configurations, including layouts designed for families.

More than 100 apartment units had already been reserved, according to information released by OIKN in August, providing an indication of demand for privately developed housing within Nusantara's government core.

Gross floor area, individual tower heights, architectural design and construction systems have not been publicly disclosed. The development is intended to follow sustainability principles consistent with Nusantara's wider planning framework. Following the official construction start, physical works remained focused on site preparation in early September 2026, with completion targeted for the end of 2026.

Foreign Investment Moves from Commitment to Construction

Star Bright's significance extends beyond its Rp1.25 trillion investment value. Indonesia has sought private and international investment to complement government expenditure in building Nusantara. The start of physical works provides tangible evidence that part of this foreign investment pipeline is moving beyond agreements and commitments into implementation.

The project also introduces private-sector functions needed for a working capital city. Apartments will add housing, while offices, restaurants and retail facilities will provide workplaces and services for residents, civil servants, businesses and visitors. Successful delivery could provide other international investors with an early reference for construction, project implementation and commercial activity in Nusantara.

OIKN has indicated that nearby legislative and judicial areas are targeted for completion in 2028, meaning public and private construction programs are expected to advance simultaneously across the government core. This could increase demand for residential and commercial facilities as institutions relocate and the working population expands.
